I have enough vague memory of events around allowing original fic on ff.net that I am somewhat concerned about an original-fic-only, non-fannish community moving in, especially if AO3 becomes widely known a place that is known for good feedback or other draws for authors.

But I do think the fannish original-fic writers are the more important case, yes.
