I don't think it's possible for someone to disable comment editing in their journal. But the ability to edit goes away once someone replies to the comment in question; when comment editing was first implemented in the LJ codebase, people were very concerned that it would be used to make subsequent commenters look bad (post a comment, get a bunch of people to say 'I agree!' and then change the comment to say something offensive).
