I can see how you'd get that impression! The first few episodes are pretty cop-drama-y, although even then it's more x-files than straight cop drama - dixing and yashou people have superpowers that they aren't supposed to use around Haixing people, so it's a lot of "we think there were powers used here, who is the person who used them and why?" And then a superpower fight scene in which Zhao Yunlan has the Chinese equivalent of the Colt from SPN. And then if they decide the people can't be trusted they get sent back to Dixing by the BCE, although under Zhao Yunlan there's a lot of under-the-table letting them stay anyway if they have good reasons.

It pretty quickly shifts to a quest for some magical Dixing artifacts and then political/personal drama about who controls them and the time-travel plot about their ancient backstory, though.
