That is the K6RAU Morse Code course out of Merced! When I realized I could type in Morse on my phone, I decided to see if I could find a podcast to learn from, and found that. It's surprisingly hard to find any info about it online, but I guess it was originally broadcast over amateur radio in the 60s or 70s, aimed mostly at Boy Scouts, and recordings of it have been bouncing around the internet for years.
I can't speak to how good it is, comparatively, at teaching Morse, but it really creates the feeling of being next to a radio in the basement in the 70s. I put it on when I have the kind of insomnia where just listening to something isn't enough distraction, it works pretty well! Sometimes I go back and do old ones at higher speed too.
