I haven't tried the site myself to catalog, but if you search http://www.comicbookdb.com/ it finds the Tandy Promotional comics, and it looks like you can create collections once you register on the site, and they want participation by users entering comics they don't have already, so I assume you can add new stuff? It's not an app though.
