It's definitely a good example. Especially since even with the requirement for at least two kids, mortality pre-Responisbility is high enough that a shrinking population is actually an ongoing major concern for the people in the series, and you can tell from the worldbuilding that they are in fact barely maintaining population, if that, and the politics and sociology all reflect a long-term lack of population growth.
