Sorry, I left out a crucial word: short fiction. While I don't think anyone but Hugo can pull off Hugo, I think a lot of these techniques would (and occasionally do) work fine in modern novels, if authors can get them past editors, which is rare (but look how popular Jonathan Strange and Mr Norell was! The question, I guess, is whether one can get away with it in a novel that's not consciously pastiching 19th century novels).
