Yes! There would be so many fun personalities around there to bounce a Javert off of. :D I think you'd have to have him coming to Ankh-Morpork from somewhere else, though (even if not 1835 France) because I don't know if Vetinari's Ankh-Morpork would be capable of producing someone with canon!Javert's principles...
