I realised that belatedly! But this would be a quite young Duv, anyway, even Brothers-In-Arms period Duv is a bit too cynical to be sufficiently croggled by the behavior of his superiors. So set it right around the time he graduates, as an early assignment (or even while he's still in the Academy, maybe? We know that Simon et. al. were keeping a special eye on him, and he would have been a bit of a special case) during the period when Aral went from Regent to PM but Gregor was still deferring to him on everything. And it mostly works. I mean, given the silliness of the general premise, anyway. :P
