One more possibility: If one has broadband at home, that provider also offers wi-fi in public locations. Our internet access is provided by Spectrum (aka Charter). I can use my account credentials to login at Spectrum Wi-Fi where ever it pops up on my Networks panel.

I don't drive, so I treasure the transit information my iPhone's wee data plan offers. Neither Transit App (#1) nor Google Maps include transit schedules offline.

The HERE We Go transit app does offer downloaded bus schedules, and it's free.
